Individuals who belong to the lower ladder of the society’s economic structure are often deprived of opportunities in life – EDUCATIONAL, CULTURAL, TECHNOLOGICAL and SOCIAL advancement are always out of their reach.  Ironically, these opportunities that should pave way to a better life instead widen the gap between the underprivileged and the economically sufficient class.  Despite its economic advances, Negros Occidental also has people belonging to the economically disadvantaged class.

The desire to make a difference in the lives of the marginalized Negrenses is the reason behind the existence of the Dr. Pablo O. Torre Foundation, Inc., a non-partisan, non-sectarian and non-profit organization founded in honor of the memory of a man who possessed an extraordinary passion and unselfish love for the underprivileged, DR. PABLO O. TORRE.
